Contribution for the Poor Converted to Other Uses

"Another recent decision of the Board in regards to meeting local needs of our members is that the Church's poor contribution will first be used for local benevolence prior to meeting any outside charitable organization support request. Currently, we are unaware of local benevolence requests from our membership that have gone unmet. However, we have heard that perhaps some needs have not come to our attention and, in order to address this, the Board, along with local leadership, is in the process of appointing local benevolence deacons in each Region. We want you to know that the Board is committed first to meet the needs here in our Church before sending money to other organizations that attend to the needy elsewhere."

  Note that they claim to have siphoned off these funds to "outside charitable organization support". This is referring to paying the administrative overhead of HOPE Worldwide, LTD and/or its subsidiaries. These funds were not delivered to the poor. This is an illegal conversion of funds, and even ICOC legal counsel knew better. Consider the excerpt from their own policies to the right.

  From ICOC Administrative Policies 2001. 15.02.04 Other Restricted Contributions. From time to time, members of the Church or others may express an interest in making a donation for a specific program or purpose. Also, the Church leadership may desire to solicit contributions from the membership for a specific purpose or program. SFAS No. 116 requires that contributions be treated as "restricted" when an explicit (written or oral) donor-imposed restriction exists or when the circumstances surrounding the receipt of the contribution result in an "implicit" restriction.

  Here is a shamelessly matter-of-fact reference to the truth of the purpose for which funds advertised as "for the poor" and "for local benevolence" were converted. This admission, by the way, is in complete agreement with the public confession of Bob Gempel as to "poor" funds being converted by HOPE.
