A Board of Directors in a corporation is legally charged with having complete authority over the finances of the corporation. So this statement reveals that Boston's Board was just a puppet for church leadership.

From ICOC Administrative Policies 2001 --- 03.05 Board of Directors The Board, while recognizing that the Elders and Evangelists of the church have been given the biblical role of spiritual and ecclesiastical leadership of the church, shall take all steps necessary for the proper corporate governance of the church. It shall be the responsibility of the Board to actively oversee mission, major policy, major financial, and personnel decisions and to set clear boundaries for the proper exercise of delegated authority by senior management or the officially recognized church leadership. The Board shall maintain a board policy manual, implement a program for the selection, orientation, and training of board members, and meet on a such a regular basis as is necessary to ensure proper board governance.
